Rules and Regulations Contract Agreement
Version 1.0
I. ELIGIBILITY
1. Open to all residents & support staff of The Birchwood Condominium, Acacia Estates, Taguig City. However, the Technical
Commissioner may deem a player as ineligible if:
a. The player is not listed on the Official Residence Info Sheet before the start of Season 3.
b. The player residency status is outside The Birchwood (Subject to deliberation by the Technical Commissioner)
c. The player has a known bad track record on or off the basketball court.
d. The player no longer has any contract as a vendor, or support staff with The Birchwood
The Technical Commissioner reserves the right to reject any player for whatever reason where it may affect the balance and
healthy competition of the league.Players must be in the Official Line-up or List submitted & signed by designated Team Captains.
Players below 18 years of age are required to submit a waiver with parents’ consent.
All Players will need to sign the Accident Waiver and Release Liability Form to be provided for by the commissioner.
All players must abide by the Uniform Policy stated in Section VI. 2 of this document.
II. TEAM COMPOSITION
1. Each team should have a minimum of 12 players and maximum of 20 players in their Official Line-Up. In this regard, a maximum
of 20 players should play the game during the first half.
Teams are required to pay the Registration Fee on or before the deadline set by the Commissioners.
Amount of fee is fixed to Php 10,000 with Guaranteed minimum of 10 Games and maximum of 14.Team line-up and player number assignment submitted to the Technical Commissioner are final once approved.
III. LEAGUE & GAME FORMAT
GAME FORMAT
The game follows a Guaranteed Play format which obligates the team captain to field in all the players present during the game in
the first half (1 st & 2 nd Quarter) without any substitution. During the 2 nd half (3 rd and 4 th Quarter) up to Overtime, captains are allowed
to substitute players of their preference so long as it is allowed by the referee or during a Stop Clock situation.
There will be 3 Scenarios and the following applicable rules will be applied:
Scenario 1: 10 Players attend the game
In this scenario, 2 sets of 5 players will play the game every quarter without any substitution.
Scenario 2: More than 10 players and a maximum of 20 attend the game
This will allow the team captain to field in additional players on the 5-minute mark of each quarter for every player present to play.
For a game of 12 players, they will gain 1 substitution advantage for each player where 6 will be playing for the 1 st and 2 nd quarter.
In a game of more than 12 up to 20 players, the team captain can decide the timing and set of players following the 5-minute official’s
time-out for substitution.
Scenario 3: Players present to play are 6-9 Players.
5 players to play on the first quarter without any substitution.
The remaining 1-4 players will be joined by repeat player from the 1 st Quarter to complete the next set of 5 without any substitution.
By default, it will be the own team captain’s decision as to who will Repeat Play provided all the remaining players who did not
participate on the 1 st Quarter are all in.
*The opposing team captain, however, can invoke the “Repeat Player Choice” and choose the repeat player/s to field in during the
2nd quarter if they think it will affect their game play. This will be allowed provided it is approved by the Commissioner on duty.
Factors to consider are balancing game play, health condition of the player to field in and other factors that may seem to affect the
player’s well-being or that of the team.
LEAGUE FORMAT
1. Elimination Round
a. Top two (2) teams will advance to the Semifinal Round and gain twice-to-beat advantage.
b. Ranks 3 to 4 will advance to the Semifinal Round. Ranks 5-6 are eliminated.
c. If two (2) teams are tied with the same record after the Elimination Round, then the result of their game against each
other will be used to break the tie (Win-over-the-other).
d. If three (3) teams are tied, the points from matches between the tied teams will be factored in and the below
quotient system will be applied:
“Quotient = Total Points Made / Total Points Allowed”
Example:
A vs B (78-74)
B vs C (66-59)
A vs C (81-88)
Team A = (78+81) / (74+88) = 0.9814
Team B = (74+66) / (78+59) = 1.0218
Team C = (59+88) / 66+81) = 1.0000
Semifinal Round (Seed 1 and 2 have twice-to-beat advantage)
a. Seed 2 VS Rank3 (Winner = SW2; Loser = SL2)
b. Seed 1 VS Rank4 (Winner = SW1; Loser = SL1)Championship Round (Best of 3 Games)
a. SL1 & SL2 is eliminated
b. SW1 VS SW2 (Winner = Champions; Loser = Runner Up)
IV. OFFICIATING
1. The FIBA rules will be followed together with league-defined rules stated herein. In case of rules conflict, League-defined rules
will always supersede FIBA rules. For reference on the FIBA rule, please refer to

All teams should field in their available players before the end of the 2 nd quarter following the Guaranteed Play Format. Failure
to do so will result for ineligibility of the player to substitute or play in the 3 rd and 4 th Quarter until end of Regulation.Regulation Time
a. 10 minutes per quarter
b. Modified Running Time from 1 st to 3 rd Quarter. Clock will stop ONLY when:
• a free throw will be attempted
• referee or committee requested to stop the clock
c. During the last 2 minutes of the 4 th Quarter. Stop Clock will be implemented which will also include:
• Inbounding of ball after a basket has been made
• A foul or a turnover violation is committed
d. Game goes to overtime, the 1 st 3 minutes of each OT will be on Modified Running Time and the last 2 minutes will be
Stop Clock as stated above.Default / Forfeiture / Protest
a. A team shall lose a game by forfeit if:
• The team is not present or is unable to field 5 players after the 10-minute grace period
• The team’s actions prevent the game from being played.
• It refuses to play after being instructed to do so by the Commissioners.
b. On the event of Lose by Forfeiture, the score will be 30-0 in favor of the present team. The points will not be credited
to any player so as not to affect statistical points.
c. A team shall lose a game by default, if, during the game, the team has fewer than two (2) players on the playing court
ready to play.
d. If a team walks out during their game, they will be given ten (5) minutes to return to the playing court and resume
play. Otherwise, the game will be forfeited in favor of the remaining team. If losing team walks out, the game score at
the time of walk-out will prevail for statistical team quotient computations.
e. The Commissioners shall investigate the incident of walk-out within 24 hours and decide on whether the team will be
allowed to still continue its participation in the League.
f. The Technical Commissioner, after careful investigation, reserves the rights to sanction a player, Captain, or an entire
team. Such penalties can be in the form of suspensions, league ban, or whatever the Technical Commissioner deem
appropriate.
g. The referee’s decision is final. A judgment call by the referee can never be questioned and can never be the basis for
protest unless on situations when a call made was not aligned to a FIBA rule that the league follows. Example, the
referee allowed a substitution on scenario where it is not allowed.
h. Technicalities can be a basis for protest. This refers to any violation of the guidelines or procedures stated herein.
Example:
The Technical Commissioner did not give the 10-minutes forfeiture time to a team
The Team did not perform a “Guaranteed Play” format
Official Line-up includes illegible players or invalidated Residency Information
i. Only the team captain has full authority to put the game under protest by stating it in the scoresheet.
j. A formal letter of protest signed by the team captain must be submitted to the Technical Commissioner within 24
hours after the game. Otherwise, the protest will be ruled null and void.
k. The decision of the Technical Commissioner on any of the protests will be final and executory.
V. CONDUCT OF PLAYERS, CAPTAINS, AND SPECTATORS
1. The league promotes sportsmanship and camaraderie. On-court and off-court fighting will not be tolerated.
The league will define fighting as:
a. A player, Captain, or any person associated with the team has made a fighting stance.
b. A player, Captain, or any person associated with the team has thrown a punch, kick, or any harmful act.
c. player, Captain, or any person associated with the team has promoted, insinuated, or challenged someone to a fight.
d. Verbal threats or excessive profanity directed towards officials or opposing teamIn the event that a fighting has occurred, and after a careful review and consideration of the incident, the Technical
Commissioner may impose penalties but not limited to the following:
a. Fighting Stance -- Minimum of 1 st half game suspension
b. Punch, Kick, or any Harmful Act -- Suspended for the entire season. Depending on the magnitude, any person involved
may also be banned indefinitely.
c. Challenged Someone to a Fight -- Minimum of 1 game suspension
d. Verbal threats or Excessive Profanity -- Minimum of 1 st half game suspensionAny player or Captain who committed either two (2) technical fouls, two (2) flagrant fouls, or any combination of technical,
flagrant, and unsportsmanlike foul will be sent out of the game. Subsequently, The Technical Commissioner will impose a
minimum of 1 st half game suspension on the offending player.The league will keep tabs of accumulated technical and flagrant fouls committed by players and Captains within the league
calendar and will have corresponding penalties:
a. Four (4) technical fouls – 1 game suspension (This is on top of the suspension described in rule 4 above)
b. Three (3) flagrant or unsportsmanlike fouls -- 1 game suspension (This is on top of the suspension described in rule 4
above)
c. Any technical or flagrant fouls committed by the player which exceeds four (4) and three (3) respectively in their
overall technical and flagrant foul count will result in 1 game suspension
d. If the number of suspensions exceeds the number of available games for the player, the suspension will continue on
to the next league season.
e. The Technical Commissioner has the right to impose further sanctions to players who are repeat offenders.
f. Players or Captains who have been thrown out twice will be banned for the rest of the LeaguePlayers, Captains and any member of the team who are under the influence of alcohol will not be allowed to be in the game
and will be requested to leave the premises.Players, Captains and any member of the team who were found to be under the influence of prohibited drugs during the game
will be banned from the league.Players and/or Captains thrown out of the game by the referee must leave the court immediately and must not be visible at
least 500 meters from the playing venueViolent spectators or supporters who threaten to commit violence during the game and spectators under the influence of
alcohol or prohibited drugs shall be requested to leave the playing court.Only the team captains and Captains are allowed to approach officials for clarification and should be done in a respectful
manner. The referee or Technical Commissioner may impose technical fouls for excessive complaining or inappropriate
approach to game officials.Captains and team captains shall be held responsible for the conduct of their players during the game.
VI. OTHER RULES
1. Committee Duties
a. Each team will have a scheduled assignment to assist on the committee table.
b. Teams are required to send at least 2 representatives on their scheduled duty.
c. Committee Table duties include using the Timer, filling out Scoresheet or fill out Statistical Sheet
Individual Uniforms
a. Individual players are required to have a uniform during the game with a visible Uniform or Player Numbers.
b. Numbers printed on the uniforms should match the official numbers submitted prior to the start of the League.
c. In case of situations where the official uniform is not available, the player can wear a different uniform provided that
it is not of the same color or shade (White/Colored) as their opponents’ uniform. However, if the jersey number is
different, a technical free throw will be given to the opponent.Game Cancellation
a. Game cancellation pertains to cancelling the game before it starts. Sample scenarios are:
• Unavailability of playing court due to weather condition
• Absent referees
• Emergency situations, etc.
b. In the event that a game will be cancelled, the Commissioners reserve the right in rescheduling such games and will
be subject to court availability and other logistical matters.Game Stoppage
a. Game stoppage pertains to stopping a game that has already started and has been decided by the Technical
Commissioner that it cannot further continue. Sample scenarios are:
• Sudden rain that resulted in flooding on the playing venue
• Power failures
• Emergency situations, etc.
b. If a game has been decided to be stopped within the first half, the game will be rescheduled and reset ONLY during
the same quarter it has been stopped.
c. If a game has been decided to be stopped after the first half, the game will not be reset. However, all game status will
be preserved and the game will continue on the next available schedule.
d. In the event that a game will be stopped and to be continued, Commissioners reserve the right in re-scheduling such
games and will be subject to court availability and other logistical matters.
VII. AWARDS
1. There will be no cash prize for any podium finish or individual awards.
a. Trophies will be awarded to the Champions & Runner-up
b. Plaques will be given to Season Most Valuable Player, Defensive Player of the Season
c. Medals will be given to an individual from each Team worthy of the Mythical 5.
- Statistical Points (SP) & Player Votes will be used to determine the Season MVP & DP. Only stats from the elimination round & semi-finals will be factored in. The SP formula is as follows: SP = ((Total Pts + Total Rebs + (Total Asts * 1.5) + (Total Stls * 2) + (Total Blks * 2) + Won Game Bonus) - ((Technicals * 5) + (Flagrants * 10))) Won Game Bonus Legend: 1-5 winning margin = 5 SP 6-10 winning margin = 10 SP 11-20 winning margin = 20 SP 21 and above winning margin = 30 SP
Player Votes will be collected from each team based on size and will be combined with the Statistical Points to determine
3. A player cannot be considered for an MVP award if he missed more than one (1) of their scheduled games in the elimination
round.
A player cannot be considered for a Mythical award if he missed more than two (2) of their scheduled games in the entire
League.Mythical Awards shall be composed of 1 players from each participating team.
Mythical awardees will not be based solely on SP and will be chosen by the Commissioners.
